Peruvian political instability threatens children's shelters

Peru's political instability in recent years has had a detrimental impact on the government's ability to provide support for vulnerable children. The country has been embroiled in a political crisis since 2016, with numerous changes in leadership and deeply fragmented government bodies. This has led to a lack of resources and attention being given to social agendas, such as providing shelter for at-risk children.


Due to the government's inability to support shelters, many vulnerable children are left without a safe and secure place to stay. This is a deeply concerning issue that requires urgent attention and action. As a nonprofit organization dedicated to helping children in Peru, MiraVe Inc recognizes the importance of providing support and resources to those in need. To better equip ourselves to help, we must first understand the background that brought us to where we are today.

A political crisis in Peru started in 2016 during the government of Pedro Pablo Kuczynski and continued during the term of his successors. From Martín Vizcarra (2018-2020), to Manuel Merino (2020) - who was not in office for even a week due to the protests that his appointment generated -, followed by Francisco Sagasti who led the country until the April 2021 elections.

Elections themselves were not much better. Almost 20 candidates appeared in the first round without any of them obtaining a percentage of the representative vote. In fact, the winner in the first round, Pedro Castillo, obtained only 18.9% of the popular vote. However, when Castillo faced Keiko Fujimori in the second round, he was able to win thanks to the overall negative opinion towards the latter.


Once in power, Castillo found himself incapable of governing efficiently due to a deeply fragmented Congress. This separate body of government opened several investigations against him for corruption, prohibited him from leaving the country, and went so far as to present three motions for moral vacancy, the last of which succeeded after Castillo tried to dissolve Congress. This last act was interpreted as a failed self-coup that brought Dina Boluarte to power.


Boularte's appointment led to further crisis and uncertainty in the country, with continued protests and demonstrations against her appointment in multiple regions of Peru. So far every action taken to regain control seems to be a temporary fix rather than a comprehensive plan to unite the country and provide assistance to those most in need through government social programs.
